Basically a responsive website is a site which can adapt to any size and shape screen such as
a mobile or tablet. While many people perform more than one task, a new designer needs to understand what she will be doing with regard to
client Web sites. This content has to be good in order to keep the viewers
happy.

Thank you for the question. WordPress has been a great platform to organize my posts. The templates are good, and the interface for managing pages is easy to navigate, more so than blogger in my opinion. Both are good platforms, but my advice would be to pick one, start, and get your feet wet. I imagine you will learn a lot as you go.
